One thing to be sure to check into is if the right types of utilities will be in place for commercial development. That could be a reason for them not allowing it to be re-zoned, or it could make the land too expensive to convert to commercial use.One concern that I would have is that it sounds like the property is along a busy road. If so then it makes me wonder that if it turns out to not be usable for commercial development then it might not be all that desirable location to for residential development.
