This past year I closed positions in Leaps and noticed that option/leap transactions are not reported to the IRS on forms from my broker.

Does the IRS track option/leap transactions as capital gains?

I'm not sure what you mean by "tracking," but you report them on Schedule D, even though they are not reported on the 1099-B. See the Schedule D instructions.
