This seems a little snarky. Every area has it's lowest-on-the-household-income population for that area. Usually it's young adults just starting out, or new immigrants. And many times they're willing to make do with not-so-great housing because they're happy just to not be living with the parents, or in the country they just escaped from.

And the south has plenty of crappy living spaces - they're called mobile homes. The link below ranks states by the percentage of their population that lives in mobile homes. Now some mobile homes might be doubled to give you more space, but they seem to still have a reputation of not being the best housing to withstand the elements.
