If you look at a map of the settlements you'll quickly realize that it's impossible. They have been deliberately located over the years all around Arab cities and in proximity to villages in a way that makes any sensible separation impossible. If you want to keep all the settlements you have no choice but owning the whole territory. The settlers have purposely chosen their locations to make it impossible to reach a territorial compromise, unless many settlements are removed.
