My daughter just skyped from Panama. Major power outage for 7 hours there. Glad I wasn't there. Several cities really means most of the country. Heather said she heard only Chiriqui province had power. Power affected all water - meaning they had none. All her friends live in high rise apartments so no elevator service. There is high security to get in buildings so I think they also couldn't get into their buildings. Heather's building is old and uses keys and she's on the 2nd floor.

Apparently a tourist was killed during the explosion.

peru.com reported that a power failure is the result of three explosions in a mother plant that supplies five cities, including the capital city . There is alarm in the population. Panama. A national power blackout affects the Central American country of Panama from 1445 hours (19.45 GMT) due to damage to the main line of electricity transmission. A spokesman for the Fire Department of Panama referred to the local radio station Hot “not known at what time the service will be achieved restore” that has left the country without traffic lights, people trapped in elevators and cut the water supply in several sectors of capital.
