Interesting prospect. The Native American tribes are nations within nations. They may be priced as a hybred of a municipal and a small nation. I doubt that it would be tax free any where but within the tribal governments reach.

I think this is great predictor of the likely failure of their casino and why the original partners quit.

One thing I am sure of about casinos, if you build one they will come. If they come, you will make money. Managing the beast without partners may be difficult unless they have people who have worked in the industry before. The alternative would be to contract a company that knows how to run casinos.

It looks to me like they didn't lose a lot. The way I read the article is that the same company was involved in both pull outs. A more reliable partner might be a better choice.
