Pay pal says it is a Money Market Fund, not standard Interest--they make you sign this thing (click on) when you set up. Now, I don't know if this counts as a bank or not, but surely they've figured out some way to do it--or gone offshore so as to be under the most applicable laws! (*disclaimer. I have not researched this and in no way do I mean to imply that Pay Pal is dishonest. I'm being funny).joycets
