"United States Treasury"

You used to make it out to Internal Revenue Service, but, and I'm not making this up--I was there, there were people in Washington who thought that people who hated writing a check to the IRS would get dewy-eyed writing one to the US Treasury. Congress bought it, et voila!

I thought the story was that Irs was too easy to change to Mrs if the checks were intercepted by crooks. Probably another urban myth.

The IRS site seems to say otherwise..

(Admittedly, the site seems a bit old. It has the example for Year 1999)

What happens if the check is made to "Internal Revenue Service" ?

This, and also the ease of changing "IRS" to "I R Smith," were why in the old days they always stressed spelling out Internal Revenue Service.

No. They'd deposit it, and the banking system would process it, if it was made out to "Joe's Diner." My favorite along this line was the first year the change to United States Treasury was in effect. Some IRS processors were stamping over it with the "Internal Revenue Service" stamps that they used to use for blank payee lines.
