What is the date used to determine a capital gain
vs a short term gain for assets which have been
 transferred to another owner? 

 I am assuming that it is the date the assets 
were purchased by the original owner, but could
 someone verify that for me.

If the shares were transferred by:

1. sale - the date of the sale
2. gift - the original owner's date of purchase
3. inheritance - long term by definition
