Perhaps I should rephrase my question..What is the definition of a line item veto.

The ability to veto specific portions of a bill without vetoing the whole thing.

Thats what I thought, so what would be so wrong with a constitutional amendment allowing line item veto, and revoting on the altered bill?

In my opinion, nothing. But I'm not the Supreme Court. They think it does harm to the seperation of powers. I don't agree with them on Roe v. Wade either. ;~)

Those add ons are often the way they get people on the fence or on the other side to vote for the bill, a lot of times without them the bills wouldn't get out of Congress. This isn't ideal but as unworkable as Congress is now it would be even worse if they had to vote on every issue seperately, that's why they committees.

That is what I have been told repeatedly, so I will demonstrate that I am not only a Fool, but a fool. In my opinion if a bill cant pass on it's own merits, perhaps it shouldnt. Same for the add ons. In fact, perhaps some bills shouldnt even come up for discussion.

I agree, for the most part. I was just explaining.
