Perhaps they could split Social Security into two parts.The first part could be like a medicaid for Social Security. This would cover those who desperately need it. Surely this wouldn't take as much money as covering everybody would.The second part could be the private account part, allowing workers to put a portion into an investment vehicle of their choice (which would be very limited. We don't want people gambling with their savings).I don't know what the answers are.
