Perhaps you should re-read the quote from Paine that you placed here.

I don't think it means what you think it means.

Nothing in that quote suggests that government, or the exercise of governing, is not necessary.

You and I may disagree on when that government oversteps its bounds and becomes intolerably oppressive, but even Paine acknowledges the need for it... and he was probably the most radical of the 18th century revolutionary radicals.
