Sorry, but that's incorrect. The report comes from the GAO and can be downloaded at http://www.gao.gov/docdblite/summary.php?recflag=&accno=A01135&rptno=GAO-01-591SP.

The national and personal saving rate data originated with the Bureau of Economic Analysis, but the BEA most certainly did NOT write the GAO's analysis of that data. Those agencies and their output are two different animals entirely.
