In general, is there any reason not to max out your 401K or 403B and IRA as they are pretax deduction?

I'm not so sure I have the best options on funds offered with the 403B, but with the pretax contribution, doesn't it make it unlikely that you will outperform post-tax??

Sure there is. Oftentimes you can beat the tax deferred investment with a taxable one that offers significantly higher returns after taxes have been considered in both options. We've discussed this before, so rather than repeat myself, I'll just refer you to this link:
