Provided that such Claim has been notified to the Seller in accordance with clause 8.7 or 8.8 as the case may be, the proviso to those clauses shall be amended in relation to such Claim so as to require that (subject to the time limit imposed by clause 8.7 or 8.8 as the case may be) legal proceedings be commenced within 6 months from the date on which the said liability ceases to be contingent or becomes capable of being quantified, as the case may be, in order for the liability of the Seller not to determine.

I think the biggest issue here is that you're dealing with the attempt to translate, directly, from an Asian language into Chinese. We ran into similar problems when trying to do direct translations of Korean into English.

While I haven't yet read clauses 8.7 or 8.8 (and that might make it clearer), it appears to me that it might be saying that legal proceedings can be started (commenced) within six months after it has been determined that the Seller can be considered liable.
