With the electorate, in case this deal falls apart. When a Democratic challenger blasts a GOP incumbent on the grounds that his party supported cutting entitlements, the Republican will be able to respond that the proposal that was floated was originally suggested by a Democrat. That's invaluable in a campaign - you need to be able to defend your painful proposals by pointing out that they are bipartisan.
