"Good" schools are a fairly subjective thing and are usually identified by word of mouth...perhaps checking with your realtor in the new town would lead you somewhere. A good one will have a pretty good idea of public perception in that area.

Here in Virginia we have a Standards-of-Learning (SOL) system that evaluates students, and schools, based on certain pre-defined criteria. As a result, it's fairly easy to see which schools rank better than the others, especially if you compare this to other neighborhood demographics. Several of our 'localized' portals provide this information on-line by zip code.
