"I would like to open a Roth IRA for my wife and myself. I currently have an account with TD Waterhouse which has no annual fee for IRAs. My question is this: I want to buy shares of Berkshire Hathaway class B but their current price is greater than the $2000,how can I purchase a share and stay within the $2000 Roth limit?"

Will Waterhouse allow you to buy fractional shares? If so, you don't need to buy a full share, just what $2,000 minus commission will buy. Good luck.
