Yeah, they might have turberculosis.

More likely, it was a common cold (no big deal), allergies (not a threat at all) or maybe emphysema, lung cancer, or any one of hundreds of other non-communicable diseases that can cause a cough (also not a threat).

Clearly, you were the only one in a panic about this. Other people probably ignored the guy (most) or just moved away.
