By my calculations, if the votes are random, there is less chance of a tie with a nine member jury.
-- With a ten member jury and two candidates, there are 11 possible outcomes, one of which is a tie.
-- With a nine member jury and three candidates, there are 55 possible outcomes, four of which are ties.

That is, if my combination/permutation math is correct! (Big if!)
