"not one city in India has been planned according to business and society's needs with the infrastructure completely in place even before the population sets foot."

The author, apparently, has never heard of Chandigarh, in the Northern State of Punjab, planned, designed and built from scratch as independent India's first modern city. Many illustrious Western design names contributed, included Le Corbusier.

Or of Salt Lake township, now a part of Kolkata in the Eastern state of West Bengal, conceived and executed by its Chief Minister, Dr. Bidhan Roy.

Of course, that doesn't mean people weren't living in and around the proposed sites at the time. But the outcomes were aggressively modern and organized, in stark contrast to the usual chaotic evolution of most Indian cities.

In a similar vein, New Delhi was custom designed and built to serve as the modern capital of the British Raj, just as Old Delhi was custom built by the Moghuls to serve as their capital.
