Israel wasn't running an aggressive settlement-expansion program in Jordan or the Sinai.
The problem at the root of the Israeli-Palestinian conflict is that Israel is fundamentally unwilling to give up the bulk of the West Bank, no matter what the Palestinians or anyone else offers them.

When you look at the map of the settlements, it becomes very clear:

They're spread out all over the West Bank with the obvious aim of making a withdrawal impossible.
And a withdrawal from the vast majority of the West Bank is needed, or there will not be a functioning Palestinian state. And without a functioning Palestinian state, there is no long-term solution (other than ethnic cleansing or genocide, which is likely what the right-wing extremists have in mind).
