"Rolling a 403(b) into an IRA does not count as a contribution..."

How about rolling over from a 401(k)?

It doesn't count against annual contribution either.

I'm going to have the check sent to me made out to <Brokerage>, Custodian FBO <My name>. This doesn't count as the money passing through my hands if I understand correctly. Please let me know if I'm wrong. I beleive I then have 30 days to deposit the check into my traditional IRA account.

If there's any way to have it sent directly from one to the other, I would do it. It's just safer in terms of getting where it needs to be without worrying about timing. You may also end up with the unpleasant surprise of receiving 20% less because it's sent to you(maybe not, but it could happen.)
