"simple wealth tax would trigger massive (and likely legal) schemes to hold wealth in vehicles other than one's personal name"

...like that doesn't already happen with income-based tax?

Don't let the perfect be the enemy of the good. There is a lot of wealth in this country in various forms. There are also a lot of expenses in various forms. The expenses have to be paid and it has to come from the wealth.

Everything else is just which wealth it comes from, and which expenses need to exist. No expenses, no taxes. Expense for the country's health care, military, transportation infrastucture, border security etc. means taxes must come from the country's wealth.
