The 'cost effectiveness' is measured by duplicate uses for a limited resource. Although your individual savings may be minute, the aggregate effect if many people in a water restricted area do so can have an impact.Read the science fiction triology _Dune_ it will give you an insight on how precious water can be.Is this gross or am I being silly??It's OK to be silly, and even occassionally 'gross', but I suggest you pick your spots carefully.
