"That being the case, my question is why aren't shares traded after feb 15 at a price that is 1/3 less than the price prior to the ex-dividend date?"
The answer to your question: The price will drop 1/3 when the market reopen on Monday, but the total value of shares will stay the same. You will have more shares though.
