And like I said earlier, those changes you referenced are moving up the rate increases for years 1984,1988,1989. And the acceleration of the rate increase for those years was a move from 5.7 to 6.0.

"Revise tax-rate schedule" It does NOT initiate new payroll taxes. It says revise i.e. accelerate increases for the 3 specific year already outlined.
