"You seem to think that a law enforcement system in which the enforcers are paid on a piecework basis would be a good thing. I shudder at the thought."

Actually I agree with you, Phil, about law enforcement. However, I have a problem with people being rewarded for just showing up for work and pushing paper. I do believe that if people were rewarded to doing a better job than other people, more would be accomplished. I do not consider identifying and reporting people or companies commiting fraud under medicare Law enforcement. I consider it part of their job. If they simply process paper which makes no sense....you lose and so do I. If they have no incentive to flag paper which makes no sense....and they can't be fired, no matter what....why do it? "No skin off my nose". Will just cause more paperwork....I'm busy....no reward for doing that...just make my friends mad cuz they don't catch that stuff....etc. Very unhealthy work place....for the taxpayers who are footing the bill. If you have information that would make my assumption incorrect, feel free to correct me and I will be thrilled to be wrong.
