Reliability is a deeper problem for solar cells than simply China manufacturing quality. Semiconductor junction reliability exhibits an inverse relationship with temperature. Temperature also impacts the passivation/surface diffusion reliability problem. All of this means that there are fundamental reliability problems for solar cells in hot, sunny climates - some of the very places where sunshine is most reliable and strong.

I fear that the solar industry has been lying about solar cell reliability for a long time now. If you measure MTTF in a climate controlled lab at room temperature, you are going to overestimate actual MTTF in the Arizona sunlight by about a factor of 4. And if you have 20 year MTTF for these panels, please point me to the installations in town that are 10 or 15 years old. I'm not seeing them although I have seen buildings that dismantled their solar installations 10 or 15 years ago after they failed and the cost of repair exceeded the cost dismantling significantly.
