Religious know-nothings will retard scientific development (e.g. stem-cell research) sufficiently that the US loses the race in many areas of technology.

I know this is hard for many people who work in government or academia to believe, but the US government does not fund all research in this country. If you want to research stem cells, you are free to. For a while the federal government wouldn't fund it, but now they will.

The government is more likely to do damage by overall poor economic management. The difference between a 2% and 3% growth rate over 50 or so years is the difference between Mexico and the US today. Slow growth adds up over time, if you want to stay ahead of China we should maximize growth policies, but this will likely upset BJ. Just FYI, any climate change policy or actions probably hinder growth.
