Republicans have been supporting tort reform for many years, usually being blocked by Democrats . . .

Tort reform is "Republican speak" for limiting corporate responsiblity and liability when corporations do terrible things to individuals. Republicans often squeal about personal responsibility, they squawk about getting rid of government regulations, but this is one of the issues where their hypocrisy really shows. They advocate no, or limited, responsibility for corporations and propose using government regulation to enforce their perverse desires. "Tort reform" is their attempt to embrace generalized laws enforced by the government to thwart jury's of our peers from deciding what makes most sense.
