Excuse my ignorance but I'm looking for some comments on an offer to subscribe for 0.375094056 (wow, I'm all for accuracy but nine decimal places?) shares of Rouse Properties Inc. shares for every Rouse Properties Inc. Rights held.

The ticker is RSE-R and the subscription price is $15.
This offer came because I have some shares in General Growth Properties.

$15 is above the current share price - I have seen some advice stating that the offer represents good value and I have not seen any negative comments. Of course, I may not have looked in the right places.

I'm a tyro in these matters so I would appreciate guidance on how or what should I be doing to evaluate an offer like this.
