Scottrada data and Fool CAPS stats data both show $10.98 BV as opposed to Yahoo's $7.90
Another little thing; Scottrade data shows the Tangible BV is the same as the BV of $10.98 Thought that was interesting.

Using the Graham Number formula: Squareroot of(EPS * BV * 22.5)=Fair value.

Was a little difficult since the EPS is a negative number on all three data sets. But Scottrade does show a positive Normalized EPS(MRFY) of $0.07

Plugged that in: Squareroot of(0.07 *10.98 * 22.5)= $4.16
With the $7.90 BV from Yahoo I get $3.52
Using your BV of $5.17 I get $2.85

Hmmm. A possible fair value range of $2.85 to $4.16 for TNK
None of the three data sets showed a Payout Ratio.

If they can sustain that divi you should do well with your recent purchase.
