Is there a website where I can screen historical stock prices according to a criteria I define?

I want to find a list of stocks or funds that have declined or risen in price XX% over a certain time period. There are sites where I can screen on current stock metrics (e.g. dividend yield, P/E). But I don't know of any where I can screen on percentage changes in price.

Any ideas?
