when you buy something during a promotion like no interest until january 2001 can you transfer that balance to a "regular" credit card before then and not pay any penalties?

Concur with Bruce. I have done something similar to what you were suggesting with a computer purchase (paid a monthly set amount interest free for the six months and then lump summed the final payment on card to gain another month). In my case, the credit card "paid off" the balance, and it was like any other payment as far as they were concerned. However, not all deferred or 'same as cash' plans are alike, so reading the fine print is the best course of action.
