The Confederate States were formed on February 9, 1861.

Lincoln was sworn in on March 4, 1861.

I must say that in following this thread I am forced to agree that naming a sewage treatment plant after George Bush is disrespectful and inappropriate.

After all, a sewage treatment plant cleans up a mess, it doesn't add to it with every passing week.
