Push your county to negotiate with providers to get more and better-priced options. Our county just got new, lower rates on non-variable annuity products, e.g. Dreyfus S&P 500 Index Fund for a total annual fee of .75%, which is more than 1.00% less than the variable annuity version of the same fund. The annuity products also got cheaper.

Finally, since there seems to be more information about 403b plans, check out all the information you can on them. While they are slightly different that 457b's, the prevalence of expensive variable annuity products in 403b's is similar to the problem we 457b folks are facing.
