NEW YORK (Reuters) - At least two people were shot inside New York's City Hall on Wednesday, but there was no confirmation of the extent of their injuries, emergency officials said.

There are metal detectors at the entrances...question is how a gun got in...City Hall guards are not armed, but there is a Police Station in the building.

At least a dozen shots echoed across the second floor of the landmark lower Manhattan building, sending people diving for cover beneath their desks as the hall's rotunda filled with screams.

Mayor Michael Bloomberg was in his office but was not harmed, said his spokesman, Edward Skyler.

Two victims were rushed from the front of the building on stretchers and loaded into ambulances.

The shooter was one of about 100 people on the balcony inside the second-floor council chambers when the gunfire began after 2 p.m, according to eyewitnesses.

One of the victims reported to be in critical condition (Council member James Davis, a former NYC policeman with two chest wounds). Shooter dressed in blue suit (no other details). Shooter thought to be still in the building or in the general vicinity.

Very unlikely this has any terrorist implications. City Hall evacuated. But all of lower Manhattan is closed down including the bridges and tunnels in/out of the city...barricades across roads.

More later...

"Mayor Michael Bloomberg was in his office but was not harmed, said his spokesman, Edward Skyler."

Another good news/bad news scenario.

Good news: Skyler survived.
Bad news: so did Bloomberg.

Update:

According to WABC, this is what happened:

James Davis, a former officer with the NYPD is from a heavily Democratic precinct and was in a very bitter primary, beating his assailant. In an effort to let by-gones be by-gones, Davis invited his assailant to attend the council meeting with the intent to recognize the contributions the assailant made to New York. As such, Davis' assailant was escorted in, around security, by Davis.

This is where it get really weird.

During the meeting, the assailant stood up in the visitors gallery, and shot Davis. Davis, being a former police officer, had his own gun, turned around, and returned fire, shooting his own killer. No other shots were fired. Both have now died as a result of being shot by the other.

Wierd and wierder, this is NOT the way CNN describes the shooting of the assailant. CNN (and Bloomberg) says Askew was shot by a NYPD officer assigned to security detail in the building.

Confusion reigns supreme. Wonder if ANYONE knows what really happened?

Fox says the same thing as CNN. I wonder who was wrong.

At the Bloomberg/Kelly press conference they stated that Davis did have his gun but it was still holstered in his ankle holster and that he had not fired any shots.
