Small engines used in these applications don't have oil pumps. 4 stroker lubrication occurs when the crank shaft splashes in the sump. If 4 stroke engines were used, the splash lubrication doesn't work very well, and there would be a significant power reduction as well for a given size due to having half as many power strokes per revolution. If your lawn has significant slope, you might need to have a 2 stroke mower.

Time to apply some Wankel engineering then! Modern outboards are 4 stroke, too.. Maybe tiny multi cylinder, or even radial engines...
