So it seems the practice is illegal, yet still practiced in some scattered venues, and essentially an old wives tale.

I was in a neighborhood "National Wholesale Liquidators" the other day and tried to use my cell phone, but no signal. Moving around the large store, even close to the doors didn't help at all. I had to leave the building completely to get a signal.

As I was leaving the store I mentioned to the security guard at the door that I was having trouble getting a cell signal. He said, "Right, you won't get a signal inside the store." He said it so authoritatively that it indicated to me that management is doing something (I don't know what) to block the signal. I guess this NWL is one of those 'scattered venues' you mentioned.
