Some avenues could be more likely than others.HUMINT, SIGINT, ELINT... and then there is data exploitation. The automated nature of modern SIGINT, to include its now expanded definition, definitely so. HUMINT I think would be far harder to do using government assets. GEN Alexander has stated several times that we do not "collect intel on Americans" but what he's been forced to acknowledge is that we do collect it, we just don't process and exploit it, and that this is an unfortunate consequence and by-product of the nature of modern collection.IMO, the current state of collection and storage is a ticking time bomb.
