Some have suggested setting up a CD ladder, but I would check the penalties for early withdrawal, first. Most penalties are around 3 months interest, so the best strategy may be to buy long term CDs with the idea that if the rates move significantly upwards, simply cash them in, pay the penalty, and buy new long term CDs. Rates don't have to move up much to make this strategy better than a CD ladder.
