Some people like to have everything in the bags because they are trying to carry everything at once & take it home on the bus. Or they want to bring everything from their parking space and up 3 flights of stairs without having to make a second trip. Or maybe they just want to look like they PAID for that bottle of milk.

Which is kinda how I felt when I used to shop at a grocery store that used only plastic bags. Although I was also re-using nearly all of the plastic bags, for lunch bags or garbage bags or picking up after the dog.

Sometimes the jug IS so heavy it's likely to rip the bag. But a lot of checkers also use six or seven bags for about 3 bags full of groceries, so people might rearrange stuff a bit and double-bag the milk.

But yeah, not everybody needs all those bags.
