Seaway was never going to be the full answer merely a partial stop gap measure to get product to the refineries in Texas until Keystone and other measures can help solve the lack of infrastructure. The real issue was that those refineries were built to accept shipments from Mexico and Venezuela both of which have declined as a source.Tim
