Key lesson in post-Sandy New York was that bicycles were really useful.

Most bikes sold today are fragile performance-oriented things, even the mountain bikes. If I were building a TEOTWAWKI bike, I'd make a "fixie" single-gear bike with a coaster brake and a strong frame. Something like this:
Fewer things to break or go wrong. Kit that out with a rear cargo rack, panniers, and maybe a basket in the front, and you're all set.
