Sounds like your TiVo has defaulted to either a coax channel input with no content or another input with no signal (like svideo-in).

I feed one of my older Tivos though a Toshiba DVD that sits between the cable box and the Tivo - after a power outage I get the same message you're describing if I don't tun back on the Toshiba and set it's inputs as needed - the lack of Svideo signals from the Toshiba DVD recorder is what my Tivo is complaining about. I've seen the same thing on TiVos connected to a cable box's RF CH3 output when the cable box is off after a power outage or if disconnected.

So have a technology savvy friend or helper check through that.
