Steve: so the government takes water from where it is, and gives it to you so you can farm your desert.

That's not as easy as it sounds unless of course you take it from another "needy" customer? Not getting into the politics but a lot of city people would not be happy with water rationing either.

Another thought just sprung into my cluttered mind. California gets some significant(?) amount of power from Hydro. In truth Hydro doesn't "use up" the water but just takes advantage of the energy involved in its dropping in elevation. If there is less of it going through the turbines there will be a need to replace that power with some other source. }};-()

OK this is getting entirely too complicated for this old soldier.
