If one has an IRA and it earns money from dividends or just goes up in value is that profit taxed? If one has stocks in the IRA and moves them around do the same tax rule apply as the stocks outside an IRA?

Nothing is taxed inside an IRA. The question would be are you speaking of a roth or a traditional IRA. In a Roth IRA the money you make inside is never taxed. In a traditional IRA the money is taxed as regular income when you take it out.
