I keep hearing that despite the run up for 2009 tech stock gains, the first half of 2010 will be good for tech stocks - and I see in theses discussions: AAPL, INTC, CSCO, QCOM, MSFT, AMAT, ORCL, GOOG, HPQ, etc.

OK, too many stocks, not enough money top invest in all tech stocks.

First: is tech is a buy?

Second, what is the best way to play tech stocks? Funds, ETFs, QQQQ, individual stocks (which ones)?

Any insight?
