It's non-partisan (and certainly not the fault of a single individual), in the sense that we have all (through our choice of representation) contributed to it.Until we have folks at all levels who are willing to tighten their belts and a) make the choices to reduce spending AND B) increase taxes to pay for what WE want as an electorate, then we'll never get past the partisan rockthrowing.
